Appropriation Bills

Purpose

The Parliament appropriates moneys from the Consolidated Revenue Fund on an annual basis in order to fund expenditure by the Government.

A Bill is a proposal for a new Act or a change to an existing Act.

The Budget Appropriation Bills are introduced into the Parliament on the second Tuesday of May each year (Budget night).

The Additional Estimates Appropriation Bills are introduced into the Parliament in early February each year after the Mid-Year Economic and Fiscal Outlook.

Portfolio Budget Statements

The Portfolio Budget Statements (PB Statements) inform Members of Parliament and the public of the proposed allocation of resources to government outcomes.

They also assist the Senate Standing Committees with their examination of the Budget.

Agencies receive resources from the annual appropriations Acts, special appropriations (including standing appropriations and special accounts), and revenue from other sources.

A key role of the PB Statements is to facilitate the understanding of proposed annual appropriations in Appropriation Bills No. 1 and No. 2. The PB Statements are Budget‑related papers and are declared by the Appropriation Bills to be 'relevant documents' to the interpretation of the Acts according to section 15AB of the Acts Interpretation Act 1901.

The PB Statements provides information, explanation and justification to enable parliament to understand the purpose of each outcome proposed in the Bills.

As required under section 12 of the Charter of Budget Honesty Act 1998, non-general government sector entities are not consolidated into the Commonwealth general government sector fiscal estimates and accordingly, these entities are not reported in the PB Statements.

Portfolio Additional Estimates Statements

The Portfolio Additional Estimates Statements (PAES) inform Parliament and other users on updated entity revenue and expenditure estimates for the Budget year and reflect changes since the Budget.

It provides information on new measures and their impact on the financial and non‑financial planned performance of agencies.

PAES should be considered as a supplement to the Portfolio Budget Statements (PB Statements).

They explain subsequent changes to Budget estimates as they appear in the Additional Estimates Appropriation Bills No. 3 and 4 or Appropriation (Parliamentary Departments) Bill (No. 2).

Not all entities prepare a PAES. Only those entities for the government has agreed to change funding through the Appropriation Bills listed above.

Mid-Year Economic and Fiscal Outlook

The Mid-Year Economic and Fiscal Outlook (MYEFO) updates the economic and fiscal outlook from the previous Budget.

Clause 14 of the Charter of Budget Honesty requires the release of a MYEFO each year by the end of January, or six months after the last budget, whichever is later.

As well as updating the economic and fiscal outlook, the MYEFO takes account of all decisions made since the release of the Budget which affect payments and receipts and hence revises the budget aggregates. An appendix to MYEFO summarises all policy decisions taken since the Budget.

The Mid-Year Economic and Fiscal Outlook 2025–26 was released on Wednesday 17 December 2025.
